In March 2021, the International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific region under the auspices of UNESCO (ICHCAP) the National Heritage Board (NHB) of Singapore signed a non-legally binding Memorandum of Understanding to open up possibilities for collaboration for a period of five years.

ICHCAP’s Director-General Keum Gi Hyung and NHB’s Chief Executive Officer Chang Hwee Nee have determined three general areas where the Parties could collaborate on: (1) staff exchanges and attachments for public programmes and education, community engagement, and digital preservation related to Intangible Cultural Heritage; (2) training programmes, study visits, lectures, conferences, workshops, and seminars; and (3) research and publication, including support for the development of networks among institutes of higher education and contribution to information sharing platforms.

NHB is Singapore's statutory committee established in 1993 under the Ministry of Culture, Community and Youth. It undertakes the roles of safeguarding and promoting the heritage of Singapore’s diverse communities for the purpose of education, nation-building, and cultural understanding. Following the MOU, the Parties will commit to consulting each other about the progress of the plans for the joint project at least once a year.

Through this agreement, it is expected that the Parties will seize every opportunity to strengthen each other’s capacity and contribute to their growth.
